How to benefit from the Diag Décarbon'Action subsidy

Diag Décarbon'Action, a program launched in September 2021, is a joint initiative of the Public Investment Bank (BPI) and the French Environment and Energy Management Agency (ADEME), aimed at supporting microbusinesses, SMEs, and mid-cap companies in their ecological transition.

Am I eligible? How much will it cost me? How exactly does this program work?

Here is a summary of the process, as well as a brief presentation of how Carbometrix can support your company within the framework of Diag Décarbon'Action.

Who is it for ? 

The program is dedicated to French SMEs (small and medium enterprises), and mid-cap companies, i.e., companies with fewer than 500 employees. If you fall into this category of companies, you must also not be in financial difficulty - as defined by European regulations - have been operating for at least one year, and not have carried out a carbon footprint calculation in the last five years.

How much does it cost ?

The Diag Décarbon'Action program costs €10,000 excluding tax and subsidies. ADEME contributes to part of the financing of this program: the assessment costs €6,000 (ADEME will contribute €4,000).


How does the program work: The process from A to Z

Preliminary phases: sending the application to the BPI

Before starting the process, you must put together a file containing:

  • A K-Bis certificate less than 3 months old,

  • The national identity card of the CEO or legal representative,

  • The tax declaration for the previous year, and the bank details of the beneficiary of the aid,

  • The application is then sent via the BPI website under the Décarbon'Action section, where you specify that you wish to work with Carbometrix on this project.

Collaborative phases: intervention by our climate consultants

The process takes place in several stages, from the application to the publication of the greenhouse gas (GHG) balance sheet data on the ADEME website. After a positive response to the application, a tripartite contract is signed between Bpifrance, your company, and Carbometrix, followed by close collaboration between the company and one of our carbon engineers. This collaboration consists of five major stages, from project scoping to planning the implementation of the transition:

  • Stage 1: Project Scoping and Organization

  • Stage 2: Data Collection

  • Stage 3: Carbon Impact Calculation

  • Stage 4: Co-construction of the Transition Plan

  • Stage 5: Valorization for the Implementation of the Transition

Stage 1: Project Scoping and Organization

Once your application has been accepted, we will contact you within a week, usually via videoconference. This step aims to initiate support, validate the suitability of the service for your needs, and organize an initial meeting with a representant of the management. During this discussion, we identify the data to be collected and plan the key steps.

Step 2: Data Collection

This phase consists in collecting activity data from both your internal and external contributors. We assist you in creating questionnaires and collecting data using our platform.

Step 3: Carbon Impact Calculation

During this step, Carbometrix processes the collected data, performs intermediate calculations, refines assumptions, searches for suited emission factors to your activity, and calculates significant direct and indirect GHG emissions according to the expected criteria and using our internally developed tools. A meeting is organized with the management committee to present the results, during which discussions on the Transition Plan also begin.

Step 4: Co-construction of the Transition Plan

This phase aims to co-construct ambitious scenarios based on the carbon footprint results. Discussions are organized to present the results and exchange ideas on benchmarks, frameworks, and the means and resources that can be mobilized. The transition plan is formalized with the appointment of a manager for each action, milestones, risks, and human and financial resources.

Step 5: Communication on the Transition Plan Implementation

The objective is to promote the results and planned actions to stakeholders. A communication kit is provided to support your communication efforts.

End of the process: Exchange between the company and ADEME

  • Once the documents required for the subsidy to be validated (invoices, etc.) have been sent, you will receive the subsidy within four months.

  • Publication of the carbon footprint on ADEME website

What will you get?

The deliverables of the Diag Décarbon'Action program are designed to meet the specific needs of your company while allowing ADEME and Bpifrance to promote the initiative. They include the following:

  • GHG assessment, using the BEGES method: Provision and visualization on the platform of activity data and structural assumptions used to produce the Full Carbon Footprint.

  • Delivery Report : Production of a comprehensive report including analysis of the carbon footprint, access on our platform to the carbon emissions reduction plan, and the required elements to implement the transition (cost estimates, necessary resources).

  • Change Management and Implementation/Action Promotion Tools: A communication kit to promote your approach both publicly and internally.
